The City of Kawartha Lakes is a single-tier municipality in Central Ontario, Canada, serving approximately 79,000 residents across urban centres and rural landscapes. Formed in 2001 from the former Victoria County, it is Ontario's second largest single-tier municipality by land area, contains over 250 lakes and rivers, and lies roughly 90 minutes northeast of Toronto.

Municipal operations are organised across several departments. Public Works is responsible for infrastructure and public works; Emergency Services covers municipal emergency provision; Development Services handles planning and development matters; and Community Services, Social Services and Corporate Services deliver community programmes, social services and administrative functions respectively. Economic Development supports regional growth in sectors including agriculture and tourism.

The municipality spans a large geography combining cottage country, recreation and agricultural land. It has marked 25 years as a single-tier municipality and projects a population of over 100,000 residents by 2035, with steady growth and development expected across the region.
